With that in mind, it is important to remember that 2CO is a United States company; we cannot and will not accept any transaction that would violate U.S. law, even if that transaction might be permitted in another country. Examples of sales that may be legal in some countries, but are illegal in the United States, and thus forbidden for 2Checkout.com vendors: coca leaves or coca tea, marijuana seeds.
ALL 2CHECKOUT.COM VENDOR SITES MUST COMPLY WITH U.S. REGULATIONS Concerning Deceptive Advertising:

UNAPPROVED DRUGS AND MEDICAL DEVICES: Statements made on the on the Internet can cause a product to be defined as an unapproved drug or medical device according to U.S. law, even though it may be "herbal," "supplemental," or "all-natural." Consider this simplified example: It's OK to sell bottled water. It's NOT OK to sell a bottle of water that the vendor says will cure cancer.
Any website selling herbal pills, "energized" stones, "magnetized" water or other products said to be used to relieve asthma or arthritis, or cure AIDS, or prevent cancer or regulate blood sugar or maintain correct cholesterol levels is clearly indicating that a product IS intended to be used to "diagnose, treat, cure, or prevent" some disease, which causes the product to be a drug by definition, and thus an unapproved drug if the US FDA has not specifically approved it for that purpose.
Is it a drug? See: http://www.fda.gov/ohrms/dockets/98fr/98n-0044_gdl0001.pdf
Products may be as drugs by definition, according to their intended use, as "(A) articles intended for use in the diagnosis, cure, mitigation, treatment, or prevention of disease..and (B) articles (other than food) intended to affect the structure or any function of the body of man or other animals" [FD&C Act, sec. 201(g)(1)].
Is the product a medical device? See: http://www.fda.gov/cdrh/devadvice/312.html
A medical device is "an instrument, apparatus, implement, machine, contrivance, implant, in vitro reagent, or other similar or related article, including a component part, or accessory which is intended for use in the diagnosis of disease or other conditions, or in the cure, mitigation, treatment, or intended to affect the structure or any function of the body of man or other animals."

This category does not prohibit vendors of certain services (such as graphic design or video production services, for example) from using 2Checkout.com for separate payments at different stages of delivered services in the course of a project. For instance, in a graphic design project there may be a purchase for the design phase and later another purchase for the printing and delivery stage.
